If you look at Olympic t and f medal tables, the only teams in the top dozens with significant non-European populations are the United States, China, and Cuba. Kenya is the top African country, but way, way back. Russia/USSR/CIS is second.

Shubenkov is still young. If fit and healthy, he can surely go under 13. Remember, in 2012 he went 13.09 3 times!!
