That is crazy.IAAF didn't introduce out of competition testing until Dec. 2002.Kenya and Ethiopia were not exempt.Maybe you mean blood testing. A urine test for EPO also existed since 2004.

The IAAF/WADA certainly never publicized the fact that they didn't have / couldn't afford out of competition testing in Kenya and Ethiopia.

That is kind of crazy.

Coaches and agents of the athletes denied medals at the recent Olympics are outraged by the use of Therapeutic Use Exemptions to gain access to banned performance drugs. Also, the use of drugs which should, and will eventually be on the banned list, is a serious issue of concern in the sport. Any information about athletes abuse of drugs, banned or otherwise, should be reported to the WADA.

I know I'm being foolish asking for a basis when I know no one has one.I don't know why you arbitrarily impose a 10 year limit. I'm just asking if any factual basis exists for some of these conclusions, as it would be foolish to jump to baseless conclusions. Seems like facts should precede conclusions before any outrage.The only fact I have seen is that some athletes are undergoing thyroid therapy which requires a medication that is not banned, nor requires a TUE, and is not known to be performance enhancing. Apparently WADA/IAAF know about it, looked into it, and determined that there is no reason to ban the medication. Doctors remain skeptical, but still conclude it can easily cause harm, if you don't need it, and won't provide more benefit than normal.I can provide 8 and 9 year old lists for Lance.In 1999, Lance Armstrong had a TUE for a cortico-steroid for alleged saddle sores. This information was published in a book, and a newspaper, in 2004.In 2005, in a deposition under oath, Betsy Andreu gave a pretty long list of banned drugs, EPO, steroids, cortisone, HGH, and testosterone, that Lance admitted taking in 1996. He didn't seem to have a TUE for these, nor was he taking them for any malady.Also, in 2004-2005, a French Lab found laboratory evidence of synthetic EPO in 6 independent stages (and potentially two more) of the 1999 Tour de France. This was published in a newspaper in 2005.But this is all old news -- which has been corroborated by more than a dozen teammates, former teammates, and former employees, testifying under oath under penalty of perjury.

Please provide a list all the drugs LA's used. Not a recent list, one created 10 years ago.
