Things are easier to plan for when they happen at half the speed.
El Assal had the rail at 500, and then moved to the outside on the backstretch. Brazier filled that gap and took the spot on the rail. At 600, El Assal decided he wanted the rail again, and tried to cut in ahead of Brazier where there wasn't room.
