It means he could likely have gone a second faster if there had been someone pulling him along or pushing him on the last lap. Either way, I think it shows he could run sub-3:43 this year.
p.s. If Jakob does run a 3:42.9 this year in a "time trial" will you consider it the fastest anyone has ever run the mile? Do you consider Bannister's mile to be a "time trial" as well? Was Bannister really sub-4 if he did it without competition?
