I think the terminology gets mixed in this discussion. We discuss the runner who succeeded in high school and then didn't succeed in college, and say that they are "burned out". I don't think this is very descriptive. Let's try something else:
1. Runner who started very early (eg grade school), eventually got good, dominated for a while, stopped improving, and didn't do well in college = "Fully developed"
2. Runner who either blasted intervals into oblivion, or ran huge volumes of mileage too fast, or both = "Overtrained"
3. Runner who focused specifically on running, succeeded, then went to college and didn't maintain focus on running = "Bored with running"
4. Runner who was under intense pressure to reach specific results in high school, rather than focusing on the process of training = "Psychologically abused"
5. Runner who reached high level of success in high school with a great training program then went to college and didn't improve = "Poorly coached in college". Some of these might also be "Fully developed" or "Bored with running"
