I'm going to advocate for Texas here. I do not think it's a top 10 but I don't think it's a bottom 10 either. There are a decent amount of paths in the bigger cities, and dirt roads out in the smaller towns. And the running culture is very solid especially in cities like Austin.
I used to live in a smaller town in Texas. Only problem with those dirt roads is they are in really remote areas. I never felt safe running on those roads because I didn't know if I would get chased by unleashed dogs (a regular occurrence), if someone would try to reenact that infamous scene from Deliverance with me (thankfully never, but you never know), or if some jerk with a shotgun wouldn't take too kindly to a stranger running by their farm (thankfully never, but you never know).
Austin's cool though. The trails by Lady Bird Lake / Zilker Park are very nice.
