I think we can quibble about how bad that really is, but it wasn't sloppy bookkeeping. I think the connection to "fraud on the public" is a bit overwrought because many people try to hide stories and pay to do it in politics, but that is the same reason that John Edwards was tried by a jury for similar payments.
