Blacks don't deserve any more reparations, they've already been paid for through welfare programs. The idea of reparations is only something that greedy, race-baiting grifters and self-righteous white liberals mentally masturbate to - it will never come to fruition in any meaningful way, nor would it move the needle long-term as far as social mobility goes.
Honestly, the lib's there voted for this so let them go for it. Confiscate every other SF resident $200k or whatever to pay for it. Let them drive up the cost of living and bankrupt the city even more and then make all the other minorities and LGBTQs demand their reparations too.

My guess is no, Blacks got the right to vote in 1870 and IMMEDIATELY Politicians started promising Reparations, Other than The Affirmative Action Which JFK gave an Executive Order to give which LBJ Expanded, it has not been given, In fact even the Affirmative Action which was supposed to be for Blacks ONLY got watered down greatly as other groups including White Woman got it, So Now the only Blacks benefiting from Affirmative Action are Blacks that would be successful without it anyways.
As Long as the Government has the Reserve Currency they can keep printing Money (Which increases the Debt and Causes Inflation) as much as they want, Luckily Saudi Arabia has applied to Join BRICS and get out of the Petrodollar Agreement (They have already accepted Yuan (China), Rubles (Russia) and Rupees (India) for Oil which is a good sign they want out of the Petrodollar Agreement, If Saudi Arabia can get Russia or China to defend their Oil, they would no longer need USA troops in Saudi Arabia to defend their Oil. That would be GREAT for the USA as we would no longer have the Petrodollar or Reserve Currency and we would no longer be able to just Print Money and things like Giving Money to descendants of Slaves would have to be paid for by people doing it out of the goodness of their Hearts, This is A WIN WIN Situation.
When people are forced to do something, They have Resentment, When people do things out of the goodness of their Hearts, They feel Good, So paying for things like this would be WAY BETTER to let people do out of the goodness of their hearts.
Also The Government would have to pay off the 31 Trillion Dollar Debt, which is great, because letting the Debt grow to 31 Trillion Dollars is Irresponsible
Ironically, pretty much the only people in California who have slave owner DNA are the black people they're trying to pay off. Shouldn't they be the ones paying?

NFL and NBA should jump on board and pay for reparations. Players might have to play a few more games, and tge osners might have to chip in a few $Billions. Its all good.
5.2% Black. So if this just applies to the city then you are talking about 41,000 Blacks.
Now take out minors and those who have not lived there the 10 years as required and it drops that number some amount. Even if it is half and you have 20,000 eligible the numbers are astronomical.
