I am surprised no one has included Ron Freeman who was originally a 880 yard runner (was it Elizabeth? at around 2:00) until his senior year and then ran 46.8 around one turn at Rutgers to win the state championships. The rest was history as he made the Olympic team in 1968 and ran 43.+ on the record setting 4x400 meter relay team.
Is it okay to mention Craig Forys now that he is no longer in HS, has made it to Foot Locker and run one of the top 10 fastest HS outdoor 2 miles ever?
Aren't there actually eight sub-four milers? Didn't Richardson run under 4 last year in late indoors?

Joe Lewis was from Pleasantville, not South Plainfield.
Roger Jones from Ramsey broke 4:00 while at Auburn indoors and ran 3:39 point outdoors in the NCAA at LSU.
Mike Roche was actually on the 1976 Olympic team in the steeple. He wasn't a great runner at Cranford HS but blossomed under Gags at Rutgers. In the 1976 Olympic Trials steeple final, he fell at the last barrier, broke his arm, got up, finished third to make the team, and ran in Montreal wearing a cast.
Surprisingly, nobody has mentioned Marty Ludwikowski of Cherry Hill West who ran 29:03 for six miles on the track as a high schooler, Millburn's Steve O'Connell who legged a 4:09.2 mile in high school, and Kevin Byrne of Paramus Catholic who ran all sorts of great things including a pair of 4:08.0 miles on an 11-lap banked board track twice in eight days.

Imagine being a NJ high school kid with dreams of setting records and the 110h is 13.5, the high jump is 7-5, the long jump is 26-8, the shot put is 75-10, the 5K is 13:57, the 4x4 relay is 3:10 and the 4x8 is 7:31 for example. Imagine running a sub- 1:50 800m or a sub-8:50 two mile and your performance barely puts you on the top-10 list.
And, it is no easier for girls with the 100m record being 11.17, the 800m 2:00.9, 400h 56.8, 21-7 for long jump and a 4 x mile relay performance with each leg running under 5 minutes. Imagine running the national gold standard for girls in the 4x8 which is 9 minutes and not having the best relay in your state.
Besides perhaps CA and TX, is there another state with stronger H.S. records?
