    The top official at the meet made a final ruling that Frias was DQ'd. So what is the appeals process in California to go over the head of the top meet official and try to get Frias reinstated? How does that work exactly?

    Well if you cry loud enough you can probably get away with anything. Head of the CIF Section? CIF state level? I don't know, thankfully it's not my problem but I know there is always someone you can go to. She ran in the next heat and "qualified" before being DQ'd so they could find a way.
