I don’t know anyone who has the same training for a mile as the do for an XC 10k. Maybe that’s why.
A double sounds a lot more doable if its Track -> flat XC course than Track -> tough course. Regardless of ability level I doubt youd want a tougher course when you already have races on your legs

Yes, over the course of four days do the following - anchor the DMR, run a 3k, then run a 10k in the mud.
That should really help him develop. All so he can get 12th and the team can get 7th or something.

mmm idk if you're seeing my point. its a tough course point blank, so anyone starting it will be in for a rough day. Those with fresh legs will hurt, but not as much as those with tired legs from fast miles the last few days.
I guess you can argue that a tougher course makes it easier for the favorites to separate yadayada, and I'd agree that it will suit Kiptoo for example when he tries to run away from the field. But for someone coming off 3k focused training with some speed, I think they would prefer Terre Haute

The tougher the course the less you'd want to double. Simple. I don't know how else to put it.
NCAA Mile Prelim - > Mile Final - > flat XC course (legs arent beat up halfway through)

the key diff here is that people who DO NOT run indoors will do better, relatively speaking, than the indoor guys, on a flat OR hilly course... just saying that on a hilly course, those with stuff on their legs will feel it more and will thus be father back.
I think its fair to say that being more fatigued going in will set you up worse on a hilly course than a regular course, right?
