It is the right thing obviously, but bigly strategic failure to have boxed himself in like this once again. He caved in on the masks and now on this. He can't afford another Tulsa-like turnout.
Note that when asked about it he said he "didn't want the media saying it wasn't safe." It isn't actually about safety, it's the optics.

The bulk of that lead for Biden in the Quinnipiac poll is probably from younger people which is concerning because they are less likely to vote. The old goats show up.

I grew up with the 'old' and reasonably credible Republicans who were cautious and fiscally conservative, but they shared common values of decency and respect for others and would have mocked a vile clown like Drumpf back to whatever hole he came out of. The old white citizens who have full-on embraced Drumpf World are frightening and it's been eye opening to see how easily manipulated they have been and how cult-like they are. That's it.
