He is doing everything that energizes his base.
The decision to pull out of WHO is popular among this supporters who believe WHO is China's puppet.
They want schools to be reopened just like all the other businesses because they believe Covid-19 is just a little flu, and lockdown is a liberal conspiracy to hurt Trump's reelection.
They also believe Stone is a victim of witch hunt, and Trump is fighting the Deep State by commuting his sentence.
Any one who is outraged by this commutation must have been already outraged by other things Trump has done. So he is not losing any vote by this.
Okay but there may be several reasons for the things he does. On the opening of schools, and covid response in gerneral (or lack thereof), let me spin it slightly differently. First, a crap@ss response to a health pandemic is not anything particularly endearing to his base. But let;'s say Trump;s response is just flat out playing to his one biggest asset: the economy and the markets. He knows, besides his base, the one thing that will pull in the swing votes is that he is enabling prosperity for many, even if they hate him. He has said as much himself, frankly, and without mincing his words. So, screw safeguarding the health of his constituency, he is doing everything he can to bolster the economy and the markets in the hope of getting re-elected. And in so doing, the most expedient way of doing that is to just a) play dumb, and b) pretend that it doesn't exist. All in the pretext of putting his best foot forward - a strong economy.
Of course, what may well be his downfall and his undoing is that containing the virus also boosts the economy, and more importantly, ignoring it may be its ruin. That's the gamble he took - he sees it as an either/or situation: either the economy or a prudent covid response.
In essence, Trump is playing his cards on several fronts to play to his strengths. That includes the covid response and the Stone deal. He's playing to win and he sees those tactics/strategies as his best bets, even in unpopular.
