As I've stated before, IQ correlates with income across the population.
Also, why do these "historical factors" not seem to hinder Asians and Africans, or other non-English white groups?
The key historical factor when it comes to African Americans is, in historical order: the experience of chattel slavery, violent reaction against radical reconstruction, Jim Crow, redlining, mass incarceration, environmental racism, etc.
Asian and African immigrants (i.e. not refugees, who fared much worse, regardless of place of origin) were not subject to these processes.
There are few, if any, groups of people in history per capita with an ongoing historical experience as violent and degrading as that of African Americans. In American, no category of dependent labor was an abject and long-lasting in its effects as that of African Americans and slavery, because no other condition was reinforced so thoroughly by a pseudoscience of natural different/inferiority (even the Irish were eventually elevated to "whiteness").

Very good point. I think we should look at the broader socioeconomic factors and try to limit policies which encourage single motherhood, create dependence on the government and let criminals commit crimes without consequence.
