No. A President of the United States does not have the authority to do that. At least, not for the reason(s) that he wants to. (If there were a threat to national security involved, maybe...a very farfetched scenario, though.)

He's not really interested in shutting it down, anyway. He just wants to reinforce his victimhood, which plays well with his base and could prompt more of them to vote.

The entire election will turn on turnout. The Ds did a very solid job of that in 2018; the Rs seem to be doing a good job this year.

Trump hates when people make money off him. Trump is bringing Fox to heel. Trump believes (correctly) that Fox has made a ton of money of him, so they need to be nice to him.
