They found that there is reason to believe that the combo could be effective for patients who just entered the hospital but are not so far gone that they need ICU.
What that tells us is that we need a perspective study to find out if this is really the case.
So it's still possible that hydroxycholorquine does have some therapeutic value against COVID-19. But we need further study to be sure.

Most of the states listed above have Democrat governors and DC which always elects blue mayors. They have not done pretty well.
