I'm kind of playing devil's advocate here, but, even with the benefit of hindsight, how would you recommend that the president minimize covid-19 deaths while still keeping unemployment low? I fail to see any course of action that could have allowed businesses to stay open while still keeping infections at a manageable level.
South Korea managed with early intervention and relentless contact tracing. They also had one of the worlds healthiest population to start with which helps.
