I don't think it's the case that "breakthrough cases are becoming more prevalent than previously expected". The initial vaccine trial results indicated they (Pfizer & Moderna, at least) were 95% effective which means breakthrough cases are not unexpected. The hospitalization statistics, to my knowledge, are consistent with something on the order of 5% or less of hospitalizations being fully vaccinated persons.
With the Delta variant being much more contagious we're seeing a lot more cases through the general population so more likelihood of breakthrough cases as well. That these are somehow more news worthy creates the perception that they are happening at a higher rate than expect, but I don't think the statistics supports that perception.
You may be right. It could be just a coincidence that 3 of 100 senators announced breakthrough cases in the same day.
