All of that is well and good. However, that is not a plan. You just second guessed what he has done so far. That is not an action plan.
That is precisely my point - trump didn't have an action plan. Here's what I would do:
1. Make Dr. Fauci the head of the task force and let him nominate others. Pence and a few others are figureheads who know nothing about infectious disease and will only serve to hinder efforts.
2. Pass emergency measures to fund medical care for those who are uninsured or under insured. CV testing should be paid by taxpayers and no one should be disincentivized from seeking care when needed. We don't want sick people roaming around infecting others just because they can't afford testing and care.
3. Set up emergency response satellite offices across the country to work in lockstep with local officials in planning and responding to outbreaks.
4. Use my political weight to acquire more test kits and vital equipment BEFORE the wave of infections arrives.
5. Stop tweeting lies and pretending the virus ins't a big deal, stop focusing on the collateral damage and show the public I am actually concerned and focused on the problem. This alone would do wonders in calming the public which may be just as important as actually fighting the issue.

A payroll tax cut or checks directly to the people is not going to help the economy.
The problem isn't lack of money, it's that people aren't going out to spend it.
Giving everyone more money doesn't help businesses who are lacking customers to come out and buy their stuff or services.
On a related note, the heads of the company I work for are asking for a worse case scenario to keep the business going if there is a 25% or 50% decline in sales.
Businesses are already taking action to brace for a recession.
If businesses pull back right now on stocking up their inventory, there will be a ripple effect throughout the economy.
