Some states and cities already do this.
Emergency rooms are already taking care of undocumented people as they have to. This actually makes a citizen have to wait longer and longer at an Emergency Room, so if undocumented workers could have health insurance and thus could schedule a Dr. appointment, Emergency Rooms would be more efficient and used more for actual emergencies.
43% of undocumented workers already have health insurance through their work or through just buying it themselves.
Until undocumented workers are no longer here, it makes sense for us to pay for basic health care for them. We don't need the spread of diseases that most citizens get vaccinated for (seasonal flu, mumps, rubella, chicken pox, measles, etc.).
What really needs to happen is prison for people who hire illegal workers. Your boy Donnie would already be there if that were the case.
