The article is a little more nuanced than the headline...he's saying that it's harder to find illegal immigrant criminals after they are released by local police than it would be to find them if they were still held at the local jail/police station. That being said, I agree that there aren't millions of illegal immigrants out there committing crimes.

As we move forward, more and more Trumpers are going to realize that Fox news punked them. They caused them to believe the border numbers are an existential threat to the country and their happiness and well being. They were stirred into a frenzy by it.
Trump will be successful in dropping border crossings with his theatre of shock and awe. But Trumpers will find that it has no tangible effect on their lives. Nothing will change for them.
What will change for them is all the dismantling Trump is doing to the Federal government.
