The lowest seed to ever win the tournament was a #3 (only happened three times in 30 years), and the lowest seed to ever make a Final Four was #5.
By contrasts, six #11 seeds, one #10 seed, two #9 seeds, six #8 seeds, and three #7 seeds have made the Final Four in the men's tourney. Championships by a #6, a #7, and a #8.
There simply is no depth in college women's basketball.
Youre right, but each year the depth gets greater. Twenty years ago there might have been two or three teams that could have won in a given year. Now there are about eight.
