Finally, while he was campaigning President Trump indicated that a) filling the SPR to 100% was very important--in which case, why was it considerably less than full when he left office?--and b) that he would set about refilling it immediately--his repeated word--upon inauguration. AFAIK no steps have been taken, and trying to fill it rapidly would jack oil prices sky-high.

When he left office four years later, the SPR contained 638 million barrels. So, the level of the SPR actually declined while President Trump was in office.
But, But exponentially less than when Biden left 250M barrels down, Trump was down 57M , not even 10%. Biden was down way way more than that over 35%.
