Iranian officials have asked the U.S. NTSB and Boeing to help access data on the down plane's black boxes. It seems Boeing encrypts the data and does not allow foreign countries who buy their planes to have access to the data.
Now the problem is that NTSB and Boeing cannot help Iran because of sanctions imposed on them by Trump.

The point is that Iran was staying away from nuclear bomb development in exchange for sanctions relief.
They did their part, and we, in return, slammed them with even more sanctions.
They have every reason not ever to trust us again. They know all we want is regime change in Iran. They tried playing by the rules and got punched in the face. We have left them only one choice: Sprint for a bomb and put it on their ballistic missiles.
