Good thing they don't use historical data. Next year when the cap is removed it will be on teams to have inter-regional competition. Teams like St. Lawrence that never leave the area will not make it out without racing against other regions now that the cap will be removed.
If anyone is interested, I hacked together some quick python 2.7.3 code that takes 3k and 5k splits as input, and tells you what place that would be at nationals.
Example: input 9:24 and 15:58, the program spits out:
Your place at the 3k was 137
You were tied with 10 at the 3k
Your place at the 5k was 88
You were tied with 1 at the 3k
I'm too lazy to compile it into anything, but if you want to check it out and know how python works, the source is here:

Looks like I forgot to change the line to "You were tied with x at the 5k". Shouldn't make a difference, the numbers are still accurate, I think.
