You have got to be kidding me. 47 flat FAT 400 is more than a good predictor of sub 11. It is close to a lock.
My comment was about Alan Webb specifically. You would have to be a real pessimist to think he couldn’t run under 230 at any point in time after he was 17 years old.
I did it myself (at different times). And I never remotely sniffed elite status at any distance. That suggests to me that there are tens of thousands who could do it at different times. And hundreds, if not thousands, who could do it at the same time.

Webb could never break 12..6 FAT. Ok maybe 12.5 or 12.4

Juha Väätäinen ran 10,9 as a youngster. He never ran official marathon, but I bet he could have run under 2.20 without any marathon-specific training in his prime.
