People who refuse to wear tights when weather dictates are the same people who wear basketball shorts running. They care more about people who might see them than running comfort and economy.
Tights are, by definition, female clothing attire. Add to that the fact that their warming effect is minimal, and you must conclude that males wearing tights are cross-dressers. It has nothing to do with comfort or economy.
