Yeah there probably will be everywhere.
But you may also just be in the wrong place.
Singapore (population = Maryland) has several public tracks. Go early morning/evening to avoid soccer... or archery /o\ . But anyone can go. Even this guy:
Of course there are in Singapore. They have a free market economy, law & order, etc. People in Asia also have good etiquette around sharing public spaces. You group of 2 female yuppies in Asia would be around the inside of a track with their German Shepard roaming wide on the track on a long leash (which, by the way, is illegal to even have dogs there, leash or not)? Of course not!

I feel bad showing up to the track and then the kids have to stop practice slinging lacrosse balls against the wall on the outside of the track
I wish they could build public tracks like the one in the forest at Nike
I have a good idea where my city could build a new track away from everything else
If you build it, they will come.
