Isn't it a little odd that a substance that has been around for decades, that isn't considered a ped by WADA, is now suddenly responsible for off the charts improvements for runners across the board?

Rubbish. The product would have long ago been withdrawn if it had had that effect. I've been around for decades and there's never been issues about bicarb. But it isn't baking soda that's cooking athletes' times today.
