But ultimately restoring the rights of XX humans will come from the policy makers in sports, including and largely at levels that are international and not governed by what Americans want, or how we poll. Governing bodies like FINA, FIFA, and World Athletics must act and their rules must be adopted down the line.
If you want change, the best language is not to attack a side. It is to say, "There is agreements on both sides of the aisle, and from independents. An overwhelming majority of ALL Americans want to protect girls' and women's sports."

FINA (World Aquatics) and World Athletics have already acted, and they introduced the new policies that were demanded by people like Nancy Hogshead (I signed per petition two years ago). But then, the new policies are not good enough for the activists because they allow very small number of mostly non-competitive athletes. Back in 2018, Selina Soule's mother was circulating a petition that would be totally unacceptable today.
So my question is, where will this end? Will this end with high school and middle school sports? Or will it also be extended to K-6? Will it also cover club sports and intramural sports? (There is a posting on college water polo on Icon Women's Sports X account. There is another posting on a 22 min hobby jogger. And then there was a controversy over Park Run.)
The other problem is that it is not going to stop with sports. The sports ban is just a "gateway drug" to get people involved in anti-trans legislations in other areas. And if you think this will stop with trans people, you are way too naive. LGBQ people will be the next target, and who knows what comes after that.
If you want to keep it just a sports issue, you should let the sports organizations handle the issue, and keep the Big Brother government out of it. If the government gets involved, it won't stop with sports. I think the biggest mistake that people like Hogshead made was to take "the end justify the means" approach.
Not sure if your question was rhetorical, but my view:
The governing bodies need to establish rules that can trickle down to lower levels of sport and be adopted by the NCAA and state associations. Some would say, "No XY humans" while others would say "transitioned with hormone replacement before age 12." They know their sports best and have the most incentive to create sensible rules.
Title IX should be interpreted as it certainly was written, which would protect women's sports for XX humans. There is no way there was a different intent.
Beyond that, government should stay out of it.
Youth leagues, as private entities, would make their own decisions. If a league makes a decision (for example, to let a 7-year-old XY human to play with the girls) that people do not like, they can take their children elsewhere to compete.

In every thread on this board, people whine, whine and whine about this problem. My question is, how do you propose to change this? I haven't seen any other than "vote all Dems out of office." And when I suggest specific measures, my post gets downvoted without any comment. It's as if people here would rather complain endlessly than working toward a solution.
My state already has a blanket ban for all K-12 sports. I have no intention of doing anything about it. If my state had a policy like OR or WA, I would start by writing to board members of the HS sports association.
