Their probably not going to call it for hooking just one hurdle. The Umpire responsible for that hurdle was probably in the wrong position to call it, missed it, or ignored it. Since it was the 2nd hurdle the starters couldn't call it.
It's the World Championship not some high school meet in Montana, there is no such thing as wrong position they have plenty of officials to catch these things. Plus he was the first one to hurdle two. You might miss the 4th or 5th guy but not the first.

I've seen KW do this in other races (and other hurdlers) I just figured it's kind of like a carry in the NBA. It doesn't get called so everyone does it, and since everyone does it it can't get called.
He wouldn't have cleared it straight on, it looked like he was out of pattern and intentionally swung to the inside. He was so low that if he didn't hook, I believe it would've been race over for him. People can say he should be in the final because he's the record holder but getting over the hurdles is part of the game, if he didn't swerve to hook, I'm 90% sure it was over for him so he gained a clear advantage imo.
