With regard to the Ukraine, the irony is that in the Ukraine almost no one watches athletics or follows athletics - it’s a niche sport. How do I know this? While I spent time there in September and October 2021 (doing a Russian language course in Kyiv the capital) and got to know the sports culture in the country pretty well in those eight weeks. Ukrainians have always had other things to worry about rather than sports performance. They don’t have the luxury to care about that.
I used to love asking ordinary Ukrainians “do you know who is Sergiy Lebid?” (Сергей Лебедь) (eight time winner of the European cross country championships) - none of the Ukrainians that I met everywhere and anywhere knew who he was! That is even though he’s a cross country legend throughout Europe.
Interesting, all Nordics (Scandinavians) seem to speak perfect English when they are interviewed by French TV but many athletes from countries in southern Europe seem to have very limited ability in English when it comes to being interviewed. I should also include countries like the Ukraine where many or most people have very limited English. By the way this is not a criticism but just an observation.
However, I think the top English speakers in Europe are the Dutch. Most of those guys and girls (in the Netherlands ) could almost be classified as “native speakers” such is their proficiency. Strangely, Germans, their neighbors, have a lower ability in English and some Germans are actually quite deficient in the language of Shakespeare. Again these are not criticisms just observations from my travels.

They also have very clever populations - average IQ is much higher than most making secondary languages easier to pick up. Whether you like it or not, that actually matters...nature isn't always fair!!

You make interesting points but I thought IQ was more or less evenly distributed across most populations. Culture and upbringing obviously play a role. I heard that people in Singapore have the highest IQs and of course they have an advantage because in Singapore every parent pushes their kids in school to excel in maths, science and English. Those are key subjects necessary to later excel in engineering, medicine and law.
Sofia Ennaoui was the top athlete who didn't go off at the insane early pace at Worlds this year. She got 5th. She's known for making pretty hard kicks in the last 400m. She's half Moroccan, half Polish.
