I ran in NY which has a ton of kids competing. It's not like over the course of these 15 years five times as many kids suddenly became devoted to hard training. It either has to be shoes nutrition or something else I'm not thinking of.
More opportunities to run fast at invitationals/at races with pacers/at professional meets/etc. Better coaching. Better training. Pursuing running earlier in life. Access to the internet/seeing results from across the country in real time. Shoes, yes, but spikes have less of a return than super shoes.
