A peak is pretty much what you consider it to be, but it is usually the highest level of achievement for any athlete. The point raised in the thread is that some peak young and never get any better.
Plot a runner's time across their lifetime and the flip the chart upside down. The highest peak is the highest peak. If Hocker had one Olympic Gold in 3:50 and then ran 3:30 in 22, 3:29 in 23, 3:28 in 24, 3:27 in 25 and then dropped off 1 second every year after that, he peaked in 2025. Those are facts.
