Following links the Wada standard says they may call, but it depends on who is doing the test, maybe the testing organisation is the client in the story.

Great response , but it still leaves a bit of a question of whether usada do make a regular attempt to ring.
I can’t recall the cases but I have noted that they rang and then sorted an other time out.
Anyway, in this instance ,CC has no defence.
Why did he not put down 6.00 as most do. That would avoid shopping.
