Wrong as always.
Obama returned Iran's frozen assets as part of a deal to de-fund Iran's nuclear ambitions. In other words, he gave them back their own money and in return the world community would send inspectors to make sure that Iran was not building nuclear weapons.
The reason they sent cash was because there was no banking relationship between the US and Iran.
Whether you agree with the terms of the deal or not, the purpose of returning the money was to promote peace and decrease the nuclear threat.
