For one, I don't believe the average African IQ is in the 70's range.
Secondly, the subset you're looking at (Nigerian immigrants) tends to have a combination of pro-education cultures and, if they're Igbo, a quite high average IQ alone- but that's not counting the selective process

I'm not sold on this regression to the mean nonsense. 2 tall people tend to have tall kids. 2 smart people tend to have smart kids. I think it's unlikely that the children of smart parents always regress to the mean in IQ just as it is unlikely that the children of tall parents would always regress to the mean in height.
