The difference is that Biden's platform is that government policies can help the common man whereas Trump's fundamental premise is that the government is a corrupt bureaucracy that is the root of all evil. It's Ronald Reagan's, "The government isn't the solution, to our problems, government is the problem", taken to an extreme.
If one views government as the enemy rigging the system against you and destroying your vision of America, which much of Trump's base does, then the Feds coming after your leader simply reinforces the siege mentality that has come to dominate Republican politics.
