As an example. Iran (for the purposes of this, assume they had a "normal" government) is a country with a long history and a very important location, but it if it was truly struggling (think Somalia level) it would be worth it to send aid since they control much of the strait of Hormuz – which as we know from the past couple of months is a chokepoint for the world's energy supply. If you could get stability in Iran via some foreign aid that would be worth it.
If it didn't have resources or that location (imagine Congo without the minerals) who cares? Again, we have finite resources, energy, and care. Deaths happen everywhere. If you think about everything bad happening in the world you won't be able to do anything. so I just tune it out

Why lie? There was literally something being done to prevent these deaths and at a minuscule cost to the American taxpayer which, if you still want to be entirely cold hearted and transactional, fostered goodwill for the United States across the world.

Also, when you're dealing with a country like China, where the leadership is almost entirely male, I think accomodating to their culture is probably best. In this case as well, many of the best people are male – Trump, Rubio, Vance, Don Jr, Elon, Huang, Eric Trump, many of the other CEOs he mentioned, etc: it is what it is. and you don't want the controversy of picking someone like Lisa Su – AMD – (Huang is different) as she's from Taiwan originally
