If your goal as an administration is to fight fraud and overspending, you don’t fire all the people in the federal government responsible for identifying fraud and overspending. Nor do you shut down entire agencies that are responsible for finding fraud and abuse.
You do however fire these people if you plan on committing fraud yourself.
