The appropriated money becomes an expenditure and a liability (basically an accounts payable).
Once that happens, the cash doesn't have to leave by September 30, the liability can be drawn upon over the course of the next year.
They will get the money.
If the appropriated money was not released by Trump by the end of September, the expenditure would not have happened in that fiscal year and they would have to vote to add it back to the next budget (which they probably would have).
But it would have been a big deal of how a large appropriation to fight the Russians did not get expended as scheduled.

^This! I believe the GOP line yesterday was something like "it was only delayed by 55 days"....someone should look into how many Ukrainians died in those 55 days. Taylor said he went to the front--this is a real war. 55 days is an eternity. This is an ally and one of the main fronts in preventing a resurgence of the Soviet Union--which Putin clearly wants. Republicans supporting this POTUS on this issue are unpatriotic scumbags.

Looks like a full ceasefire has been in effect since March, at least for the conflict in Donbass which is where I beleive the fighting is occurring
