No, it is bottom is made out of granite. Coating it damages the granite, and coating requires endless maintenance. The appearance of the water is brown green due to bird poop. It appears that the filtration systems were turned off by someone in order to create a problem that did not exist and now "needed fixin'".
The correct solution is to treat the water circulating through the pool using chlorine-dioxide, which is a safer solution than treating with chlorine, and is safe to drink in treated water. This is a solution I used for Federal Buildings experiencing legionella bacteria problem ... 25 years ago. The solution is nothing new.
