Locker rooms would be an entirely different issue and I would agree a penis displayed in a women's locker room is inappropriate and offensive and yes should be prohibited. But again that has to be extremely rare if occuring at all. If you were a trans in a women's locker room would you let people see your penis? That would get you in trouble fast.
