you can also thank the courts for this. if you remember the brief "universal injunctions" debate where conservatives said some court in podunk shouldn't be able to enjoin trump nationwide, the alternative is you make every single one of us screwed over by the government file each their own lawsuit, because we can't just assume the same conclusion over and over.

the irony would be that the arc was celebrating austerlitz -- before napoleon's waterloo. which is so iran-trump. by the time it was completed, the french monarchy had been restored, briefly paused construction, then finished it. it then morphed into a sort of generic war monument that also has the french unknown soldier tomb and flame.

sending folks to CECOT in ES without a trial is a glorified black site (eg gitmo) or king's dungeon, not the rule of law.
