There is some debate about whether a sitting president can be prosecuted while he is in office, but it's just a debate. Nobody thinks that if the president commits murder then he just gets away with it. I think you are skating on thin ice.
All that aside, pinning down crimes is important for just the reason you cited. The president can certainly be impeached for his crimes. There is no doubt about that.

-repubs don't want to fail at a promise to repeal obamacare
-repubs don't want to be challenged from the right in primaries
-some repubs are genuinely worried about the cost of medicaid and want to cut it
-some repubs feel that more market based systems would lower costs
That said...a yes vote on this thing, throwing 22 million off insurance...I dont' see how that can be a moral vote.

There is a much bigger issue here than flagpole. Trump is acting in a manner indicating a complete lack of discipline, integrity and competence. His tweets just reflect who he is and how he thinks. Even if he didn't tweet that wouldn't change who he is. I wouldn't worry about flagpole. There are bigger things to be concerned about.
