In the 2022 Siena Rankings, Trump is dead last in Integrity and intelligence, and was probably lapped by the next guy ahead of him. Over all, he was ranked as the third worst, so top 3 seems like a stretch.
FDR is the closest analogue to Piggie. He made a lot of unilateral decisions that weren't very good, and had few checks and balances at times.

FDR really didn't respect checks and balances or the constitution. His strategy was, like trump, to break things and see what he could get away with. He got stopped by the courts a lot, he was not considered trustworthy, he was deeply polarizing.
but mostly he considered the nation in a big enough crisis that he could be allowed to break rules and norms to get done what he thought needed to be done. trump thinks the same way. That the crisis is big enough that he should be allowed to do anything.
he was convicted and served his sentence. there is no real debate whether he refused to testify. this is just setting up bannon to shake the money tree for another one of these "guilty people freed by trump claiming prosecutorial abuse" settlements.

trump bears similarities to mckinley. mckinley loved tariffs, used them to benefit his donors, created an economy that benefitted the wealthy, and had a one sided spanish american war with a dubious causus bellum that whipped up imperial patriotism. teddy's response to mckinley was the creation of antitrust, trying to bust up the wealth accumulation mckinley and others had encouraged. which then whipsawed over into hoover and coolidge back to free markets. which ran into the ditch, great depression, swang over to FDR.
there are other similarities which i am not touching because i am not ok with political violence and don't want to be accused of it.
