States run elections and State legislatures can make rules. GOP state legislatures would find Trumpian ways to find fault with changing the democratic candidate at this late stage and violating the voters will as performed in the primaries. That’s what one heard. Don’t claim to be an expert.
They could even legally challenge after the votes were counted. Trump like to do that.
