well it's tricky. 14A was ratified in 1868. There was no such thing as illegal immigration in 1868. You just showed up and you were legal. there were no illegal immigrants.
Obvi 14A was meant as a brushback pitch to stop conservatives from keeping African Americans from voting. Sound familiar? Ever wonder why good Americans push back against conservatives when they make voting harder for people? Because conservatives have a long and terrible and violent history of trying to prevent people from voting.
Anyway. The 'jurisdiction thereof' clause was meant to exclude diplomats who were not staying in America permanently and therefore shouldn't have their kids be citizens. The allegiance of diplomats was to their king or queen, not to the US Constitution.
Because there was no such thing is an illegal immigrant, 14A had nothing to do with immigrants whatsoever.
Personally, I'm not so much for birthright citizenship. It doesn't' make much sense, really, in a wealthy world where mothers have the money to come and go from the country as they please. It is yet another piece of the poorly written Constitution that needs to be figured out.

Unfortunately, those states have neighboring states with looser laws
New York City is fortunate to (mostly) have nearby states with reasonably tough laws, and no doubt this is one factor in NYC's having a lower homicide rate than Florida or Ohio.
