If he didn't do anything he'd be criticized for not doing enough. He did as best as he could – he supported freedom. As Sweden has shown, it was best to support freedom. If you're above 65 or unhealthy, then take precautions. If you're younger and healthy, it won't really affect you at all. Same with the vaccines: the only people who actually benefit from them are people who are older or unhealthy. Young, healthy people are at virtually 0 risk of covid.
