The Rwandan genocide was carried out by the Rwandan government and by militias affiliated to the president. Sure, they weren't official government agencies but death squads aren't usually "official".
The closest non-state actor to have carried out a genocide was the "Islamic State", however that occured in the context of state collapse in Iraq and Syria.

we can go in circles here on definitions of 'government' and 'sovereignty' but it makes no sense to say that a genocide can only occur if done by a government. What sense does that make? None.

This is true. But Trump is playing besties with Pooty and removing Russian Oil sanctions at the exact time that Russia is helping Iran kill US service members. In other words, Trump is making it easier for Putin to indirectly kill American service members and Ukrainians.

It will make no news with Trump but this would easily be slam dunk 25th amendment stuff with any other Prez.
Wait until you find out the US has been providing Ukraine with targets and weapons for years. Why is it only an issue if Russia shares intelligence with their allies?

America helps Ukraine with anti-Russian targeting, and Putin doesn’t like that. Makes sense.
Russia helps Iran with anti-US targeting, and Putin’s counterpart, a guy named Trump, seems to have little or no problem with it. Makes no sense, unless you’ve always dreamed of a treasonous president.
